why limit yourself to baby boomers? Have you contacted places like Weight Watchers and similar places? Chiropractors are usually very open to aquatic therapy, and you can also try to strike up a connection with other PT offices that do not have a pool.

You were right on with the local Senior Center..... Is it part of your local Community Center? If not, you should try there as well (Ours are in the same building, but separate). Baby boomers are a growing part of both where I live. How about your local Y if you have one?
Also, as baby boomers are a growing part of my own clientele, and I'm also starting to make connections with their doctors and physical therapists and chiropractors--so there may be opportunities there as well.
Also, I see many baby boomer groups at local grocery store cafes having coffee and playing cards or other games, so there may be some opportunity there. Check with management to see if you would be able to post fliers.

Are there any little clusters of shops around where you live that have local community boards? Micro restaurants are popping up around my area in clusters of 6-8 restaurants. Maybe you can find a community board in one of them.

Most Ys have pools so you might find a similar competition of interest as you mention before.
Karin is right about targeting places like weight watchers. Water is a good place to build strength and to keep weight off of joints that are overstressed.
You might look at yoga studios in your area that offer chair or senior classes. A stand alone yoga studio is rarely going to have a pool, and being able to offer presentations on other wellness services might be of interest to them.
You might also look for nutritionists and see if you can make some connections there. Most people who use their services are interested in making positive changes in their lives, and many are not yet regular exercisers. In addition, unless they were referred by a physician or have food allergies they often must pay out of pocket, so will have discretionary funds available to try other things.

The boomers are a very diverse group. I suggest getting involved in your community health and fitness promotional events, health fairs and things like that. Give some type of promotional things to be given away at 5Ks, etc. T-shirts, water bottles, free sessions/screenings, etc.
